Overview
The Meta-Layer should enable universal participation and linguistic interoperability–preserving original expression, enabling understanding across languages, making machine interpretation visible and contestable, and showing how participation influences shared understanding and action.
Why It Matters
DP23 establishes universal participation and linguistic interoperability as foundational conditions for shared collective sensemaking–so people can contribute, be understood, inspect interpretation, and trace influence without surrendering their language or cultural context.
Key Elements
Original-language integrity
Preserve original contributions as the canonical civic record, with translation provenance, uncertainty visibility, and paired original/translation views.
Community-governed interpretation
Enable translation challenges, cultural annotations, glossary stewardship, and multilingual due process so affected communities govern meaning–not only model providers.
Traceable collective sensemaking
Link contributions through classification, clustering, summaries, recommendations, and institutional response so participants can see how their input influenced outcomes.
